What is the best way to go about writing up a business plan for an investment idea?

I’m not looking to open a business, but I’m looking to put on an event in my city that I’ll need a little bit of investment money for. I need to know the best way of writing up a good business plan for potential investors.

Imagine an 8 page+ (free newspaper) that is distributed in 10s-100s of place. Ad space is $40 weekly for the smallest ad, which is 3×3″.
