How do you suggest I go about getting investors for a multi-million dollar business?

I am in the planning stages of creating a business plan. I would like to get some ideas on where I can go to attract investors. (other than family). The business I am trying to create is a event venue. (For weddings and meetings). Also do you know of any good sites to help me with my business plan? (Other than SBA.gov)
One way is to become an IPO and yes there are companies that will help you with that. But, it costs money.
